A record still being written
Legacy
The work of GFPK is not a monument to the past, but a living institutional record of advocacy, documentation, and civic resilience. Over years of engagement, we have built a footprint that spans from technical policy rooms to village panchayats. This legacy belongs to the people of Goa—a archive of what has been defended, what has been lost, and what is still to be won. It is a record of institutional footprint that continues to shape the future of our land.
22
Formal representations for institutional footprint.
Between 26 September 2022 and 16 June 2026, GFPK's Representations & Submissions Register records 23 entries, comprising 22 distinct representations — one submission and its own annexure are counted as a single representation. Recipients include the Chief Town Planner and TCP Board, the Revenue Department, the Departments of Tourism and Agriculture, the Director of Panchayats, the Governor, the Chief Minister, SGPDA, GSUDA and the Margao Municipal Council, the DGP, the Minister of Environment, the Ministry of Defence and the President of India. Every entry in the register is recorded as acknowledged; none currently records a substantive response, indicated action, evidenced action or verified outcome.
105
Technical suggestions submitted for policy change.
Following consultations with 21 village panchayats and field research across 29 locations, GFPK submitted 105 technical suggestions on the Draft Agriculture Policy. Three Gram Sabha resolutions were also formally forwarded to the Agriculture Department. Some suggestions were incorporated into the final policy, although the record does not establish the extent of incorporation or official attribution.
Community Note: The records established by Carmo and Nash serve as the bedrock of our institutional footprint, encompassing 37 schools, 14 village meetings, and 69 panchayats across South Goa.
6
Major land-use and planning submissions.
Over approximately three years, the record includes six major formal submissions covering GLDBCR objections, Margao ODP objections, a unified State Land Use Policy, Calangute-Candolim planning suggestions and statewide zone-change objections.
10,000+
Hectares of Khazan land mapped and documented.
GFPK has documented and advocated for the restoration and protection of more than 10,000 hectares of Goa's Khazan lands as part of its wider work on agriculture, ecology and community land systems.
Unresolved Matters & Courts
The institutional record of GFPK has now transitioned into a new phase: the judicial arena. A record that has entered the courts carries a different weight, where documentation serves as evidence and technical precision meets legal scrutiny. This movement into the legal system is a necessary evolution for public-interest stewardship in Goa.
The Nature of the Documented Record
Understanding what the record does—and does not—say is critical for administrative clarity. Our documentation is a reflection of official processes, technical observations, and community feedback. It is not a final judgment, but a foundational layer of truth intended to guide better planning and land-use decisions for the state.
Matters That Remain Open
Legacy is as much about the present as it is about the past. Several key issues—ranging from land conversions to village planning disputes—remain unresolved. These open matters form the core of our ongoing work, requiring persistent monitoring and active community oversight to ensure the spirit of the law is upheld.
