Our Work
This page records what GFPK has actually undertaken since its registration — organised by the kind of work involved, not as a chronological list of events.
Policy Advocacy and Institutional Accountability
GFPK engages directly with the government bodies responsible for land use, planning, and environmental protection in Goa.
Heritage Protection — Old Goa
We lead efforts to preserve the integrity of the Old Goa heritage precinct, opposing unlawful constructions and advocating for the strict enforcement of Archaeological Survey of India (ASI) regulations.
Unified State Land Use Policy
GFPK advocates for a scientifically-backed, transparent land use policy that prevents the ad-hoc conversion of forest and tenanted lands for speculative development.
Urban Planning Accountability
Monitoring the Town and Country Planning (TCP) Department to ensure that Master Plans reflect the sustainable carrying capacity of Goa’s villages and towns.
Agriculture Policy and Khazan Land Restoration
Promoting policies that support sustainable saline-water farming and the active restoration of Khazan dyke systems to prevent catastrophic coastal erosion.
Comunidade Land Bill
Securing the legal and administrative autonomy of Goa’s indigenous Comunidade system against government encroachment and illegal regularisation of encroachments.
Constitutional Litigation
Taking critical environmental and land-rights issues to the High Court and Supreme Court to establish legal precedents for public interest. Read more on our Legal Centre →
Heritage Protection — Old Goa
Securing the integrity of Goa's UNESCO World Heritage sites through legal intervention and rigorous monitoring of buffer zone developments, ensuring the preservation of our architectural legacy.
Unified State Land Use Policy
Driving advocacy for a comprehensive, scientific land-use policy that prioritises environmental sensitivity over arbitrary zoning, protecting Goa’s varied ecosystems from fragmentation.
Urban Planning Accountability
Demanding transparency and community participation in planning processes, focusing on the Town and Country Planning Board’s decision-making regarding large-scale infrastructure and residential zones.
Agriculture Policy and Khazan Land Restoration
Championing the restoration of traditional Khazan drainage systems and supporting policy frameworks that recognise agriculture as a vital component of Goa's food security and climate resilience.
Comunidade Land Bill
Organising opposition to amendments that threaten the collective ownership of Comunidade lands, ensuring that these centuries-old institutions remain protected from illegal alienation.
Constitutional Litigation
Utilising legal mechanisms to uphold the constitutional rights of Goan citizens, challenging executive decisions that impact environment and community welfare.
Civic Rights and Community Campaigns
Alongside policy work, GFPK has intervened directly in specific civic and community matters:
Mhadei River Defence
Defending the life-giving waters of the Mhadei against diversion, ensuring the ecological survival of Goa's Western Ghats and downstream communities.
Anjediva Island
Advocating for the cultural and historical rights of Goans to access the sacred Anjediva Island, maintaining the link to our diverse maritime heritage.
Response to Unlawful Detention
Legal and civic intervention to protect democratic rights and protest against the unlawful detention of environmental activists and community leaders.
Sunburn Festival Campaign
Campaigning for regulatory compliance and environmental responsibility by large-scale commercial events. Note: A defamation claim regarding this work was dismissed by the courts.
Anjuna Gram Sabha Accountability
Demanding transparency and rigorous democratic process within village Gram Sabhas, ensuring local voices are heard in the governance of their own land and community.

Environmental Education
The "Greening Young Minds" programme is GFPK's flagship environmental education initiative. It focuses on instilling ecological awareness and a sense of stewardship in Goa's youth through workshops, nature walks, and hands-on conservation projects. By engaging with schools and local communities, we ensure that the next generation is equipped with the knowledge and passion to protect Goa's unique natural heritage.
Community Mobilisation
The "I Care For Goa" movement is a grassroots effort to empower local communities in the defense of their natural and cultural environment. To date, we have documented and supported 14 village meetings across Goa, facilitating dialogue and collective action for sustainable land management.
